Great question. These tallies of prayers to say instead of the liturgical offices vary widely across different Old Believer traditions, with some even giving several tiers from which to choose according to one's own abilities. Other also give different options, depending on whether or not one is bowing or prostrating with each prayer, which is typical. The 1500 rule for Matins should roughly equate to a Matins service in length when not utilizing bows - but this length is dependant upon how festal the Matins is. It can be well over 3 hours. And we are only talking about 15 full passes on the prayer ladder. I think they are comparable. But, this particular tally, if I am not mistaken, comes from the Fedoseev Priestless tradition, which was particularly austere. They may have placed their thumb on the scale here.

But ultimately, these numbers are meant to roughly equate to the service time, and specific tallies should not be taken as mandatory, unless assigned by a spiritual father, etc. Your mileage may vary!
